IEEE Standard for Third-Generation Video Coding
Abstract
A set of high-efficiency video coding tools, including intra prediction, inter prediction, transform, entropy coding and loop filter, and corresponding decoding procedure, is defined in this standard. The target applications and services include, but are not limited to, digital television broadcasting, IPTV, video surveillance, video conference, Internet video streaming, and other video/audio-enabled services and applications such as user-generated multimedia content, digital storage media, and communication.Scope
This standard defines a set of tools for efficient video coding and the corresponding decoding procedure, including intra prediction, inter prediction, transform, quantization, and entropy coding.
Purpose
This standard provides efficient coding tool sets for the compression of the video data with significant coding efficiency improvement over IEEE Std 1857.4-2018. The target applications and services include, but are not limited to, digital television broadcasting, video surveillance, video conference, Internet video streaming, and other video/audio-enabled services and applications such as user-generated video content, digital video storage, and communication.
